The Villas de San Pablo (VSP) Macroproject was launched in December 2008, via an inter-administrative agreement between the FMSD and the Ministry of Housing (MVCT). As of May 2015, 1.120 families live in the project, including 832 beneficiaries of the free housing project (Law 1537 of 2012). The Macroproject covers 304 hectares. VSP has secured funding for the following social infrastructure: a large-scale school (2.880 students), 2 early childhood development centers (one of them funded by the Alianza Primero lo Primero), a special security program by the National Police, an internet center, and a health center called Punto de Atención en Salud Oportuna --PASO. 

These projects add to existing ones, such as the Technological Learning Center (CAT), a community salon, and a construction material sales point that the community manages. The FMSD has also built a police station (“Puesto de Carabineros”), which will be used to provide legal counseling services (Casa de la Justicia). 

The implementation of the DINCS model is carried out in 4 stages: during the first stage land for houses building is identified, including special areas for social infrastructure, parks etc. During this stage, urban development (the building of basic infrastructure such as roads, utilities connection systems, etc.) is carried undertaken. In the second stage, construction kicks in. Houses are built and properly connected to utilities. In the third stage, the building of social infrastructure takes place, as well as the establishment of participatory mechanisms. The fourth stage aims to take the community to sustainability by ensuring that it is cohesive, its families are able to generate their own income or get jobs and that all families and individual know their rights, and are capable of searching and accessing social services and aids.   

During the first years of the project, land was acquired and houses under the label “Producto Propio” were built and sold. Families applying national and/or local subsidies, and putting down a deposit bought most of these houses. A contractor (PRODESA) was hired by the FMSD to undertake the developments.  In parallel, the national government issued the Law 1537 through which a free housing program was funded. The Ministry of Housing hence, contracts the FMSD for the building of 832 in VSP of a total of 100.000 houses throughout Colombia. These houses are targeted to families living in extreme poverty or those that have been forcedly displaced, and were built in 4 floors buildings.

 Barranquilla´s participation secretary leads the community development and empowerment process in VSP via the establishment of participation mechanisms such as the Junta de Acción Comunal, as well as other community committees. Representatives of the community have developed VSP development plan which has established the community´s priorities in terms of social infrastructure, socio-economic development programs, etc. FMSD supports the Major of Barranquilla’s office via logistical support, reaching out efforts, and capacity building of representative for project design and fundraising and lobbying efforts.

In terms of social infrastructure, the community of VSP has an early childhood development (ECD) center for up to 680 infants, funded by the Alianza Primero lo Primero, launched by the FMSD and other foundations. It has also secured funding from the national government for a mega-school of up to 2.880 students, which will be built by the government’s executing agency FINDETER. Designs for this institution were socialized with the community at the end of July 2014. The macro-project will also have special security provided by the National Police, through the so-called Plan de Reforzamiento de la Vigilancia por Cuadrantes, a health center (Punto de Atención Oportuna en Salud –PASO), a second ECD center and an Internet center (Punto Vive Digital). Villas de San Pablo also has a technological training center managed by members of the community and a construction materials cooperative.
